किसान परियोजना एवं हेल्स्टॉर्म एप जारी

05 अक्टूबर, 2015 को केंद्रीय कृषि एवं किसान कल्याण राज्यमंत्री डॉ. संजीव कुमार बालियान द्वारा ‘किसान परियोजना’ (Kisan Project) का शुभारंभ किया गया।
यह केंद्रीय कृषि एवं किसान कल्याण मंत्रालय के ‘कृषि, सहयोग एवं किसान कल्याण विभाग’ की परियोजना है।
किसान परियोजना में किसान का पूर्णरूप ‘अंतरिक्ष प्रौद्योगिकी और भू-सूचना विज्ञान का इस्तेमाल करते हुए फसल बीमा’ [C(K)rop Insurance using Space technology And eioNformatics ] है।
इस परियोजना के तहत फसल बीमा कार्यक्रम के लिए आवश्यक पैदावार आकलन और फसल कटाई प्रयोगों (सीसीई) का बेहतर नियोजन किया जाएगा।
इसके लिए अंतरिक्ष प्रौद्योगिकी और भू-सूचना विज्ञान (जीआईएस, जीपीएस एवं स्मार्टफोन) प्रौद्योगिकी के साथ-साथ यूएवी/ड्रोन आधारित इमेजिंग से प्राप्त ‘हाई रिजोल्यूशन डेटा’ का उपयोग किया जाएगा।
इस प्रायोगिक अध्ययन को खरीफ सीजन 2015 के दौरान हरियाणा, कर्नाटक, मध्य प्रदेश और महाराष्ट्र के एक-एक जिले में प्रारंभ किया जाएगा।
रबी सीजन 2015-16 में यह परियोजना उपर्युक्त चारों राज्यों के दो-दो जिलों में प्रारंभ की जाएगी।
ज्ञातव्य है कि किसान परियोजना कृषि विभाग से संबद्ध कार्यालय ‘महालनोबिस राष्ट्रीय फसल पूर्वानुमान केंद्र’ द्वारा लागू की जाएगी।
इस कार्य में अंतरिक्ष अनुप्रयोग केंद्र अहमदाबाद, राष्ट्रीय सुदूर संवेदी केंद्र, हैदराबाद, भारतीय मौसम विभाग, सीसीएएफएस, राज्य कृषि विभाग और राज्य सुदूर संवेदी केंद्र सहयोग प्रदान करेंगे।
गौरतलब है कि 5 अक्टूबर, 2015 को ही एंड्रायड आधारित ‘हेल्स्टार्म एप’ का भी शुभारंभ किया गया।
इस एप से ओलावृष्टि होने पर तस्वीरों और भौगोलिक निर्देशांक (अक्षांश एवं देशांतर) के साथ उससे जुड़े डेटा का वास्तविक समय में संग्रह करने में मदद मिलेगी।

7 अक्टूबर, 2015 को केंद्रीय मंत्रिमंडल ने ‘प्रधानमंत्री स्वास्थ्य सुरक्षा योजना’ (PMSSY) के तहत 3 नए अखिल भारतीय आयुर्विज्ञान संस्थान (AIIMS) की स्थापना को मंजूरी प्रदान की।

जर्मनी संघीय गणराज्य के चांसलर की भारत यात्रा

4-6 अक्टूबर, 2015 के दौरान जर्मनी संघीय गणराज्य के चांसलर एंजिला मर्केल भारत की आधिकारिक यात्रा पर रहीं।
उल्लेखनीय है कि भारत में नई सरकार के गठन के पश्चात यह उनकी पहली भारत यात्रा है।
इससे पूर्व उन्होंने वर्ष 2007 में एवं पुनः वर्ष 2011 में भारत का दौरा किया था।
भारत वर्ष 1951 में युद्ध पश्चात जर्मनी के साथ युद्ध की स्थिति समाप्त करने वालों और जर्मनी को संघीय गणराज्य को मान्यता देने वाले राज्यों में से एक है।
जर्मनी द्विपक्षीय एवं वैश्विक दोनों संदर्भों में भारत के सबसे महत्वपूर्ण साझेदारों में से एक है।
भारत और जर्मनी के बीच आर्थिक एवं वाणिज्यिक संबंध 16वीं शताब्दी के पूर्वार्ध से चले आ रहे हैं।
वर्ष 2014 के दौरान दोनों देशों के बीच द्विपक्षीय व्यापार का मूल्य 15.96 बिलियन यूरो था।
वर्ष 2000 से जर्मनी भारत में 8वां सबसे बड़ा प्रत्यक्ष विदेशी निवेशक है।
वर्ष 1991 से फरवरी, 2015 की अवधि के दौरान भारत में जर्मनी से 8.25 बिलियन अमेरिकी डॉलर का प्रत्यक्ष विदेशी निवेश हुआ।
वर्ष 2014 में जर्मन प्रत्यक्ष विदेशी निवेश भारत में लगभग 1.15 बिलियन अमेरिकी डॉलर था।
उल्लेखनीय है कि 1600 से अधिक भारत जर्मनी साझेदारियां तथा 600 से अधिक भारत-जर्मनी संयुक्त उद्यम प्रचालन में है।
5 अक्टूबर, 2015 को अपनी यात्रा के दौरान जर्मन चांसलर एंजिला मर्केल ने नई दिल्ली में आयोजित भारत और जर्मनी के बीच तीसरे अंतर-सरकारी परामर्श (IGC) बैठक में भाग लिया।
इससे पूर्व पहले तथा दूसरे अंतर सरकारी परामर्श बैठकें क्रमशः वर्ष 2011 में नई दिल्ली में तथा वर्ष 2013 में बर्लिन में आयोजित हुआ था।
दोनों नेता भारत की बढ़ती ऊर्जा संबंधी आवश्यकताओं के लिए जलवायु अनुकूल, दक्ष तथा संपोषणीय समाधानों का विकास करने के साझे लक्ष्य की दिशा में सहयोग बढ़ाने के लिए सहमत हुए।
जर्मनी ने वर्ष 2015 में संपोषणीय शहरी विकास के लिए 360 मिलियन यूरो प्रदान किया।
प्रधानमंत्री नरेंद्र मोदी ने पिछले वर्षों में विकास से संबंधित परियोजनाओं में जर्मनी की सहायता के लिए जर्मनी की प्रशंसा की, जिसमें 1.490 बिलियन यूरो की जर्मनी की नई प्रतिबद्वता शामिल है।
दोनों नेताओं ने ‘हरित ऊर्जा कोरिडोर’ परियोजना के सफल कार्यान्वयन पर संतोष व्यक्त किया, जिसका विस्तार 400 मिलियन यूरो से किया गया है।
भारत ने अगले पांच वर्षों में 1 मिलियन यूरो के साथ सौर साझेदारी की छत्रछाया में नवीकरणीय ऊर्जा के अपने लक्ष्य को पूरा करने में जर्मनी के तत्पर होने का स्वागत किया।
इसके साथ ही जर्मनी ने गंगा नदी घाटी के चुनिंदा शहरों में पर्यावरण की स्थिति में व्यापक सुधार हेतु 120 मिलियन यूरो की सहायता राशि प्रदान करने की प्रतिबद्धता की।
5 अक्टूबर, 2015 को प्रधानमंत्री नरेंद्र मोदी ने नई दिल्ली स्थित हैदराबाद हाउस में जर्मन चांसलर एंजिला मर्केल के साथ द्विपक्षीय बैठक की।
इस द्विपक्षीय बैठक के पश्चात दोनों नेताओं की उपस्थिति में 18 करारों/एमओयू पर हस्ताक्षर किए गए, जो निम्नलिखित हैं-
1. भारत सरकार तथा जर्मनी संघीय गणराज्य की सरकार के बीच विकास सहयोग पर वार्ता का सारांश रिकार्ड
2. भारत-जर्मनी सौर ऊर्जा साझेदारी के संबंध में भारत-जर्मनी विकास सहयोग पर जर्मनी संघीय गणराज्य के संघीय आर्थिक सहयोग एवं विकास मंत्रालय तथा भारत गणराज्य के नवीन एवं नवीकरण ऊर्जा मंत्रालय के बीच समझौता ज्ञापन
3. कौशल विकास तथा व्यावसायिक शिक्षा एवं प्रशिक्षण के क्षेत्र में सहयोग के लिए एक ओर भारत गणराज्य के कौशल विकास एवं उद्यमशीलता मंत्रालय और दूसरी ओर जर्मनी संघीय गणराज्य के संघीय आर्थिक सहयोग एवं विकास मंत्रालय तथा संघीय शिक्षा एवं अनुसंधान मंत्रालय के बीच समझौता ज्ञापन
4. सुरक्षा सहयोग पर भारत गणराज्य के गृह मंत्रालय और जर्मनी संघीय गणराज्य के संघीय आंतरिक मंत्रालय के बीच समझौता ज्ञापन
5. विमानन सुरक्षा पर भारत गणराज्य के नागर विमानन मंत्रालय और जर्मनी संघीय गणराज्य के संघीय आंतरिक मंत्रालय के बीच समझौता ज्ञापन

1.National Dialogue Quartet wins 2015 Nobel Peace Prize

National Dialogue Quartet (NDQ) in Tunisia has won prestigious 2015 Nobel Peace Prize. Norwegian Nobel Committee has selected NDQ for its decisive contribution in building pluralistic democracy in Tunisia in the wake of the 2011 Jasmine Revolution. NDQ was established in 2013 as an alternative, peaceful political process at a time when Tunisia was on the brink of civil war aftermath of revolution.

2.World Egg Day observed on 9 October 2015

World Egg Day was observed on 9 October 2015 as it is being celebrated every year on second Friday of October as per the directives of International Egg Commission. Significance of Day: Celebration of this day gives a unique opportunity to help propagate the nutritive value of eggs in human nutrition. It also helps in increasing egg consumption, which is the main source of protein. On this day to promote awareness about the nutritional value of the egg, National Egg Co-ordination Committee (NECC) is conducting several programmes and campaign. Hoesung Lee of South Korea has been elected Chairman of Inter-governmental Panel for Climate Change (IPCC). He was elected in on-going 42nd session IPCC in Dubrovnik, Croatia by 78 votes to 56 in a run-off election with Jean-Pascale van Ypersele from Belgium. Lee succeeds environmentalist R.K. Pachauri of India who had resigned following the sexual abuse scandal in which he was allegedly involved.

8.CCEA approves National Watershed Management Project Neeranchal

The Cabinet Committee on Economic Affairs (CCEA) has approved World Bank assisted National Watershed Management Project- Neeranchal. The project will ensure access to irrigation to every farmland (Har Khet Ko Pani) and help to achieve objectives of Pradhan Mantri Krishi Sinchai Yojana (PMKSY) for efficient use of water (Per Drop More Crop). The project has been formed to cater to water-short areas with an outlay of 2142 crore rupees. Of the total project amount Union Government’s share will be 1071.15 crore rupees (50 percent) and rest will be loan amount from the World Bank.

9.SC refuses to allow voluntary use of Aadhaar card for welfare schemes

Supreme Court has refused to allow some states and statutory bodies like RBI, SEBI to voluntary use of Aadhaar card for welfare schemes other than PDS and LPG schemes. Ruling in this regard was given by SC bench headed by Justice J Chelameswar and made it clear modification in this matter will be heard by a larger constitution bench of SC.
